To do a land search in Selangor, register an account on the e-Tanah public portal of the Selangor Land and Mines Office (PTG Selangor), open e-Carian, enter the title particulars (district, mukim, title type and number, lot number) and pay online. A private search gives you an extract as soon as you pay. An official search gives you a sealed certificate, normally within one working day. Before you buy industrial land or a factory, read the land-use category, express condition, restriction in interest and every encumbrance on that result.

What a land search is and why factory buyers need one

Under the National Land Code, the register document of title kept at the land office is the record that counts. The seller's copy of the title can be out of date and will not show instruments presented last week.

The Code lets any person or body search any title (sections 384 and 385). You do not need the owner's consent, or a lawyer, to run the first search yourself.

For industrial property the stakes are higher than for a house. A factory on the wrong land category can be fined or forfeited, a prohibitory order freezes any new charge, and a consent restriction can add months before the transfer is registered. Find out before you pay an earnest deposit.

Older guides, including the PTG Selangor page, cite "section 384" for the official search. That was the 1965 numbering; in the revised 2020 Code, section 384 is the private search and section 385 the official search.

How to do a land search on e-Tanah Selangor, step by step

What you need before you start

  • The title particulars: district (daerah), mukim, town or village (bandar or pekan), title type, title number and lot number. Take them from the seller's copy of the title, the draft SPA or the quit rent bill. Title types you will meet include GRN and PN (Registry titles), GM and PM (Land Office titles), and HSD or HSM (qualified titles).
  • An e-Tanah account: individual or company. The individual sign-up form asks for a copy of your identity card.
  • Online banking (FPX). The e-Tanah FAQ says Visa and Mastercard are accepted only for private searches and quit rent, so plan on FPX for an official search.

The steps

The steps follow PTG Selangor's own e-Carian guide and official search guide. Users already registered on Smartbox Selangor are carried over to e-Tanah, according to a KL Bar circular issued when the system went live.

At the counter, a private search can be bought at any district land office in Selangor, not only the one holding the title. The e-Tanah helpdesk is 03-5520 5613 (weekdays, 8am to 4.30pm).

Strata factories and cluster units

Many terrace and cluster factories in Selangor parks are held under strata titles. Choose Hakmilik Strata and fill in the building, storey and parcel numbers. PTG's guide says that if the strata title has no storey or parcel number, you put the building number in the parcel field. If the strata titles have not been issued yet, search the master title, because the developer's charge and any caveats sit there.

Kuala Lumpur and Negeri Sembilan

Kuala Lumpur titles are searched on the separate e-Tanah portal of PTG Wilayah Persekutuan. Its FAQ says an official search there is processed within 3 working days and paid by FPX only. For Negeri Sembilan, check with PTG Negeri Sembilan.

How to read a land search result for industrial land or a factory

The result is in Malay. This table shows the fields that matter for an industrial buyer.

Category of land use: pertanian, bangunan, industri

Section 52 of the Code sets three categories: agriculture, building and industry. Section 117 lists what the industry category covers: factories, workshops, foundries, warehouses, docks, jetties and other buildings used for manufacture, smelting, power, or the assembling, processing, storage, transport and distribution of goods. A warehouse or logistics yard therefore sits under industry too.

A factory standing on land in the pertanian (agriculture) category is in breach of condition. On bangunan (building) land, read the express condition: it is usually residential or commercial, which does not cover a factory.

Express condition (syarat nyata) and restriction in interest (sekatan kepentingan)

Section 120 requires both to be endorsed on the title and kept separate. The express condition tells you what the land may be used for, for example an industrial building only, or a narrower use such as light industry. If your process does not fit, you need a variation under section 124 before you operate, with a premium to pay. The restriction in interest limits dealings. A common type requires State Authority consent before the land can be transferred, charged or leased. Some titles limit ownership to Bumiputera or to a named class of owner.

A breach of condition is serious. Under section 127 the land becomes liable to forfeiture, or the Land Administrator can impose a fine of at least RM500 plus at least RM100 for each day the breach continues.

Tenure and remaining lease

For a leasehold, subtract today's date from the expiry date on the title. Lenders and buyers look at the remaining term, and extending a lease means a new premium to the State. Our guide on leasehold factories and extension cost shows how that cost is worked out.

Encumbrances: charge, caveat, lease, prohibitory order

Red flags before you sign

  1. A factory on agricultural land. Selangor's unauthorised factory (KTK) programme runs to 31 December 2027, but an owner who receives Notice 7A has 12 months to apply for conversion. Our KTK guide explains the discounts and the forfeiture risk that passes to a new owner.
  2. Industry category, wrong express condition, such as light industry only when your process is heavier.
  3. A short remaining lease. Get the lender's view and the extension premium in writing before you commit.
  4. A consent restriction. Make the SPA conditional on State consent and allow for the time it takes. Non-citizens and foreign companies also need State Authority approval under section 433B. Our foreign buyer guide covers the Selangor rules.
  5. A private caveat, Registrar's caveat or prohibitory order that the seller cannot explain or clear before completion.
  6. The registered owner is not the seller, for example a director selling company land, or one co-owner acting alone.
  7. Instruments presented but not yet registered. Only the official search must list them. A pending transfer or charge means someone else is already in the queue.
  8. Quit rent arrears. Unpaid rent leads to a notice of demand (section 97) and then forfeiture (section 100).

What a land search does not tell you

The title records the land, not the building or the planning. Check these separately:

  • Planning zoning in the local plan: ask the city or municipal council.
  • Building approval and CCC or CF: see what a CCC is and why it matters.
  • Whether the lot is on the KTK inventory: ask the district land office.
  • Boundaries, access and actual site area: a licensed land surveyor can confirm them.

What is the difference between carian rasmi and carian persendirian?

A carian persendirian (private search, section 384 of Act 828) is an extract of the register that you can download right after paying. A carian rasmi (official search, section 385) is a certificate signed and sealed by the Registrar that must list the express conditions, restrictions in interest, pending instruments and prohibitory orders. Only the official search gives a statutory right to compensation for errors under section 386.

How much does a land search cost in Selangor?

PTG Selangor lists the official search fee at RM50 per title. The private search fee is shown on the e-Tanah screen before you pay, and you can add several titles to one payment. Lawyers and search agents charge their own service fee on top.

How long does an official land search take on e-Tanah Selangor?

PTG Selangor's guide says about 1 working day. You get an email when it is ready, and the certificate can be downloaded for 3 days from approval, so save it straight away. A private search downloads as soon as payment goes through.

What details do I need to search a land title in Selangor?

The title says "pertanian" but there is a factory on it. Can I still buy it?

You can, but the factory is in breach of the land's conditions and the land is liable to fines or forfeiture under section 127. In Selangor the owner may be able to regularise it under the KTK programme, which runs to 31 December 2027, and an owner served with Notice 7A has 12 months to apply. Make the purchase conditional on conversion, or price in the premium and the time it takes.

Does a land search show zoning or whether the factory has a CCC?

No. The search covers the title: owner, tenure, category, conditions, restrictions and encumbrances. Zoning comes from the local council's plan, and the CCC or CF from the building's approval records, so check both separately.
