What is actually being built in 2026

Rawang: a small pharma cluster with names attached

The clearest pharma signal in Selangor this year is in Rawang. In the Q1 2026 approvals, a Bumiputera-owned company, Hanan Medicare, will invest about RM194.9m in Rawang to build biopharmaceutical, small-volume injectables and galenical manufacturing capability. Named products include insulin, anti-diabetic drugs, contrast media and general anaesthetics.

A second project followed in the half-year numbers. GoodScience, a Hanan Medicare generic pharmaceutical diversification, was approved at RM100m in Rawang with 50 jobs, all local, covering 12 new therapeutic indications including oncology.

Two linked projects in one town do not make a hub yet. They do create the things a second and third pharma firm look for: local suppliers, contract packers, QC labs, cold-chain distributors and staff who already work under GMP. Medical devices: Selangor wins the supply chain, not the flagship plants

Device investment in Malaysia is real but small and spread out. MIDA put 2025 approvals for medical devices at RM152m. The big 2026 announcements landed outside Selangor: Boston Scientific's RM308.0m expansion in Batu Kawan, Penang, and Biocon's RM226.1m insulin and biologics project in Johor (both in the same Q1 2026 release as Hanan), plus Menicon's RM1b contact lens smart factory in Kulim Hi-Tech Park, Kedah.

What Selangor did get is a supplier. In April 2026 Amcor opened a healthcare packaging coating plant in Subang Jaya, an investment of over US$35m that makes coated medical paper for sterile device packaging. That is the pattern to expect here: packaging, components, sterilisation, distribution and contract assembly firms that serve device makers, usually in mid-size detached factories rather than 50-acre campuses.

Policy points the same way. NIMP 2030 lists medical devices as one of seven catalytic sectors, and Budget 2027 sets aside RM2.1b across Dana NIMP, Dana Pemacu and Dana MTC for mid-tier firms in sectors that include medical devices. Developers have noticed: i-Park@Coalfields, a 151.2-acre park on the LATAR Expressway, names medical and pharma among its target industries.

Gloves: consolidation that frees up buildings

The glove sector is the contrast. Top Glove is lifting output through automation, not new plants: it ran 68b pieces of operating capacity at 86% utilisation in its FY2026 third quarter, and cut staff needed per million gloves from 3.5-4 to under 2. Hartalega's roughly 37b pieces a year sit in its Sepang complex, and it has closed its Bestari Jaya plant, four facilities with 40 lines.

For property, this means supply. Old glove plants are large, have high power, and often come with boilers and effluent treatment. They are rarely a clean fit for sterile pharma, because wet processes and older structures are hard to convert. They can suit packaging, non-sterile components or warehousing once structure and site history are checked. Owners weighing a sale can read who buys older and low-power factories in Selangor.

What a GMP-ready factory needs

Very few buildings are GMP-ready on the day you view them. What you are buying or renting is a shell that can be converted without fighting the structure. Use this table to screen sites before you pay a consultant to design anything.

Power is often underestimated. Cleanroom HVAC runs 24 hours a day, and an outage can mean scrapped batches. Rent or buy? Validation decides

In most industries, rent versus buy is a cash-flow question. In GMP manufacturing, the deciding factor is what you sink into the building. Cleanroom fit-out, HVAC, water systems and their qualification are tied to one address. If you move, you redo much of that work, and a new site generally has to be inspected before it makes licensed product. Check the current process with NPRA or MDA.

That pushes most licensed manufacturers toward:

  • Buying, so the fit-out sits on an asset you own.
  • A long lease with renewal options, written landlord consent for the alterations, and agreed reinstatement terms, so you are not forced to strip a validated cleanroom at the end.

Renting fits better for packaging, distribution warehouses, pilot lines and device assembly in modular cleanrooms, where moving is cheaper.

Timing matters too. New projects typically need 18 to 24 months to complete, so firms approved in 2026 will be choosing buildings through 2027. The good conversion candidates in Rawang and Shah Alam will not stay on the market that long.

  • Early discussion with NPRA or MDA on licensing route and inspection timing
  • Land title and zoning allow industrial manufacturing for your use
  • TNB capacity confirmed, with room for a transformer and generator

  • Effluent route and treatment plant space discussed with DOE
  • Bomba requirements for any solvents, alcohol or flammable materials
  • Roof and slab capacity for air handling units and heavy equipment
  • Layout tested for segregated people, material and waste flows
  • Lease terms covering duration, renewal, alterations consent and reinstatement
  • Neighbours checked for dust, odour or chemical risk

Do I need NPRA approval before choosing a factory?
