Speed Selangor 2.0 in 2027: Faster Approvals for Factories, Warehouses and Logistics

Key Takeaways

  • Selangor plans to launch Speed Selangor 2.0 in 2027 to make approvals for high-impact projects faster, a state economic planning official said on 15 October 2026.
  • Factories, warehouses and logistics facilities are named as priority developments, alongside private hospitals, private universities and private education institutions.
  • The announced timeline is 21 days for early assessment and pre-consultation, then 9 days for evaluation and a decision.
  • The first Speed Selangor, launched on 8 October 2025 across all 12 local councils, set a maximum of 30 days for complete applications, down from 3 to 12 months before.
  • For factory buyers and developers, faster council approvals cut holding costs, but land title, zoning and complete documents still decide how fast a project really moves.

What was announced

Speaking at the Selangor Investment Forum (SIF) 2026 at the Kuala Lumpur Convention Centre on 15 October 2026, Norazlina Yusof, deputy director of the Local Authorities Section at the Selangor State Economic Planning Unit (UPEN), said the state will roll out Speed Selangor 2.0 next year to make approvals for high-impact projects more efficient. The Malay report by Media Selangor gives the launch year as 2027.

According to the report, the developments to be prioritised are "factories, warehouses and logistics facilities that are important infrastructure for the manufacturing, technology and supply chain sectors". For the commercial category, the initiative covers private hospitals, private universities and private education institutions.

The process she described has two stages:

Stage What happens Time allocated
Early assessment and pre-consultation Project eligibility checks and supporting documents 21 days
Evaluation and decision Application assessed and decided 9 days

She also gave examples from the current scheme, which was applied in Cyberjaya and Elmina:

  • A data centre project in Cyberjaya was approved in 5 days.
  • The Elmina Advanced Logistics Hub was approved in 7 days.
  • Two hyperscale data centres in Elmina Business Park were approved in 9 days.

Background: Speed Selangor 1.0

Speed Selangor was first announced by Menteri Besar Datuk Seri Amirudin Shari in July 2025, when Bernama reported that it would bring express approval initiatives already run by some local councils into one framework, covering six to seven types of approvals handled by local authorities. It was launched on 8 October 2025. According to Media Selangor, it covers all 12 local authorities in Selangor and sets a maximum approval period of 30 days for complete applications that meet the criteria, compared with 3 to 12 months previously.

At the same forum, state investment, trade and mobility executive councillor Ng Sze Han said investors now ask how quickly they can become operational and how predictable approvals are. He said Selangor aims to cut development and business approvals from three and a half months to 30 days under one standardised procedure across local authorities, and that a monthly Selangor Investment Facilitation Committee brings federal and state agencies together on market entry, customs and approvals. He also noted that Selangor led the country in the first half of 2026 with RM70 billion in approved investments across 835 projects.

Why it matters for factory owners, tenants and buyers

Time is money on an industrial project. A company that buys land or an old factory to build or extend pays loan interest, quit rent and assessment tax while it waits for planning permission and building plan approval. Every month saved before work starts is a month less of holding costs, and a month earlier that the plant earns money.

Factories and warehouses are on the priority list by name. Most fast-track examples so far are data centres and a logistics hub, which are large projects with professional teams. Naming factories and warehouses as priority developments for 2.0 suggests ordinary manufacturing and storage projects in Selangor should also be able to use the faster route, subject to the eligibility rules that are still to be published.

Predictable timelines change how deals are structured. When approval time is uncertain, buyers ask for long conditional periods in the sale and purchase agreement, or walk away. Our recent report on Pantech's 10-acre Kapar land sale shows the risk: a land conversion first estimated at six months turned into a possible 36-month planning process, and the company chose to sell. Shorter, published timelines make it easier to agree completion dates and rent-free fit-out periods.

What it does not change. The reports describe local council approvals for development and business licensing. They do not say whether matters handled by the land office, such as converting agricultural land to industrial use, are inside the 30-day window. The 21-day stage also checks eligibility and supporting documents, so an incomplete or non-compliant application will not benefit. Detailed rules for 2.0 have not been released yet.

What this means in Klang, Port Klang and the rest of Selangor

Klang, Port Klang, Pulau Indah, Kapar and Meru sit under the Majlis Bandaraya Diraja Klang, one of the 12 local authorities covered by Speed Selangor. Logistics and warehouse projects near Westport and Northport fall squarely into the priority categories named on 15 October. Owners of industrial land who plan to build a warehouse, a container yard building or a factory extension should watch for the 2.0 eligibility criteria when they are published.

For buyers comparing land with a built factory, faster approvals narrow the time gap between "build your own" and "buy ready". It is still worth pricing both options with real data: our JPPH-registered industrial transaction pages show what factories and land actually sold for by area, with every sale psf measured on land area.

Practical next steps

  1. Check the land first. Confirm the category of land use and express conditions on the title. If the land is still agricultural, read our industrial land conversion guide before you budget a timeline.
  2. Prepare a complete application. Speed Selangor's targets apply to complete applications that meet the criteria. Appoint the architect, engineer and planning consultant early and get every supporting document ready before submission.
  3. Use pre-consultation. The 21-day early assessment stage exists to catch problems before the formal decision. Use it to confirm zoning, setbacks, plot ratio and Bomba requirements.
  4. Write realistic dates into the SPA or lease. Even with faster approvals, allow a buffer for land office matters and utility connections such as a TNB substation.
  5. Foreign investors: combine the approval timeline with State Authority consent for the land purchase. Our guide for foreign companies buying or renting a factory covers the steps.

FAQ

What is Speed Selangor 2.0?

It is the next phase of Selangor's fast-track approval scheme, planned for launch in 2027, to make approvals for high-impact projects more efficient. Factories, warehouses and logistics facilities are among the priority developments.

How long will approval take under Speed Selangor 2.0?

As announced on 15 October 2026, 21 days are allocated for early assessment and pre-consultation and 9 days for evaluation and a decision.

Is Speed Selangor already in force?

Yes. The first Speed Selangor was launched on 8 October 2025 and covers all 12 local authorities in Selangor, with a maximum approval period of 30 days for complete applications that meet the criteria.

Does it cover land conversion?

The reports do not say so. They describe development and business approvals by local authorities. Land matters handled by the land office may follow their own timelines, so check with your consultant.

Who qualifies for Speed Selangor 2.0?

Detailed eligibility rules have not been published yet. The reports say high-impact projects qualify and name factories, warehouses, logistics facilities, private hospitals, private universities and private education institutions.

Bottom line

Speed Selangor 2.0 puts factories and warehouses on the fast track by name, which should make building and expanding industrial premises in Selangor more predictable from 2027. The gains go to owners whose land title, zoning and documents are already in order, so the groundwork done today still matters most.
