Selangor Gets RM3bil in Investment LOIs at SIBS 2026 and Launches a Preferred Industrial Park Programme

Key Takeaways

  • Four foreign companies handed letters of intent (LOIs) worth more than RM3 billion to Invest Selangor on 14 October 2026, at the opening of the Selangor International Business Summit (SIBS) 2026.
  • The four are Shenghui Biotechnology (Malaysia), Galaxy Data Centre, XTC New Energy and Wuxi Weifu Environmental Catalysts: corn processing, an AI data centre, battery materials and emission catalysts.
  • The LOIs are not confirmed investments yet: no breakdown, sites or timelines were disclosed.
  • Invest Selangor also launched a Preferred Industrial Park (PIP) programme that takes selected park developers on investment missions, plus an investment booklet and a talent report.
  • For owners of large industrial land and big, high-power factories in Selangor, this points to more enquiries from heavy and process manufacturers, but nothing is signed yet.

What happened at SIBS 2026

The Selangor International Business Summit (SIBS) 2026 opened at the Kuala Lumpur Convention Centre on Wednesday, 14 October 2026, and runs until 17 October. It is the 10th edition, organised by Invest Selangor Bhd and hosted by the Selangor state government under the theme "Selangor, the Gateway to ASEAN". The organisers list 526 booths, 110 hosted delegates and 188 speakers across nine conference programmes, and target 50,000 visitors and RM8 billion in potential transaction value.

At the opening, four foreign investors presented LOIs to Invest Selangor, facilitated by UOB Malaysia. According to The Edge Malaysia, citing UOB Malaysia:

Company What it does / plans
Shenghui Biotechnology (Malaysia) Sdn Bhd Plans a large-scale corn deep-processing and specialty ingredients manufacturing facility in Selangor, producing starch-based products, sweeteners and other value-added applications
Galaxy Data Centre (Galaxy DC) AI-focused hyperscale data centre infrastructure developer
XTC New Energy Materials (Xiamen) Advanced battery materials manufacturer
Wuxi Weifu Environmental Catalysts Co Ltd Manufacturer of automotive and industrial emission-control catalysts, supporting Malaysia's new energy vehicle ecosystem

The combined value is "more than RM3 billion". The Edge also reported that because the proposed investments have yet to be confirmed, specific investment breakdowns and project timelines were not disclosed. No site, district or land size was named for any of the four.

Menteri Besar Datuk Seri Amirudin Shari set the tone in his speech: "If you are looking for cheap land or cheap labour, Selangor is not the place." He said the state is shifting from "Made in Malaysia" to "Designed and Engineered by Malaysia", with priorities in advanced automation, life sciences, green technology and digital infrastructure, and pointed to the Malaysia Semiconductor IC Design Park in Puchong.

The Preferred Industrial Park programme

The second piece of news matters more for park owners and developers. As reported by Media Selangor, Invest Selangor launched three initiatives on the same day:

  1. Preferred Industrial Park (PIP) certificates. Invest Selangor CEO Dato' Hasan Azhari Idris said the programme invites industrial park developers to work with the agency so their parks are better promoted to investors. Developers in the programme will be brought along on investment missions and included in a programme with Astro Awani promoting industrial parks.
  2. An Investment Promotion Booklet, used in investment pitches to explain Selangor's industrial parks, utilities, talent availability and testimonials from existing investors.
  3. A talent report, "Elevating Selangor's Potential as a Global Talent Powerhouse", prepared with Randstad Malaysia, giving an overview of talent availability across disciplines.

The coverage did not list which parks received PIP certificates. What is clear is the direction: when the state agency meets a foreign manufacturer, it will now show a shortlist of parks.

Why it matters for factory owners, tenants and buyers

These are process industries, not light assembly. Corn wet-milling, battery materials and catalyst production usually need large plots, heavy power, plenty of water, wastewater treatment and environmental approvals. A hyperscale data centre needs land with a strong grid connection. If even part of the RM3 billion turns into projects, the demand falls mainly on large industrial land and big detached factories, not on small terrace units.

Land prices are already moving. Across Selangor and Kuala Lumpur, JPPH-registered transactions show a 24-month median for industrial land of RM69 psf of land, from 616 recorded deals, and like-for-like industrial land prices rose 6% across 27 parks in the 12 months to July 2026 compared with the 12 months before. Semi-detached factories rose 15% like-for-like across 25 parks. See the full figures on our Selangor and KL industrial transactions page.

Investors will be steered. With the PIP programme, part of the inbound demand will be pointed at specific parks. Owners of land or factories in those parks may see more serious enquiries; owners elsewhere may need to sell on specifications (power, water, zoning, access to Port Klang) rather than on location alone.

SMEs can supply them. UOB Malaysia said it expects technology transfer, talent development and supply chain opportunities for local businesses, particularly SMEs. Fabricators, chemical distributors, packaging firms, logistics operators and electrical contractors near these industries could see new work if the projects proceed.

What to do next

  • Landowners and sellers: have your title, category of land use, express conditions and any planning approval ready. Investors at this level ask for documents in the first meeting.
  • Owners of high-power factories: know your exact TNB supply (amperage, substation, MD) and water connection. Buyers for these sectors filter on power first. Our high-power factories in Selangor page shows how the stock breaks down by supply tier.
  • Tenants with large leases expiring in 2027: start early. If several large users arrive at once, the best big units with heavy power go first.
  • Foreign companies reading this: an LOI is a first step; the plant still needs land, approvals and utilities. Our guide for foreign companies buying or renting a factory in Malaysia walks through the rules and the order of approvals. Battery-related projects should also read our EV and battery factory guide.
