Ehsan Jaya, Desa Aman and Tago Industrial Parks in Kepong: Which Council, Taxes and Factory Prices

Key Takeaways

  • Taman Perindustrian Ehsan Jaya, Kawasan Perindustrian Desa Aman and Taman Perindustrian Tago are industrial estates in Kepong that commonly carry Kuala Lumpur postal addresses, yet the Selangor state assembly lists the Desa Aman, Taman Ehsan and Tago estates under Majlis Perbandaran Selayang (MPS), not DBKL.
  • The reason is history: Gombak District was created on 1 February 1974, the same day Kuala Lumpur became a Federal Territory, and MPS today covers Mukim Rawang, Mukim Batu and Mukim Setapak in that district.
  • For a factory owner or tenant this decides who bills the assessment tax (MPS, two instalments a year), which land office handles the title and quit rent (Gombak District and Land Office), and which council issues the premises licence and handles unauthorised factory (KTK) applications.
  • JPPH-registered deals for the Selayang and Kepong (Selangor) area show a terrace factory median of RM2 million (RM923 psf of land) over 24 months and a median factory rent of RM2.30 psf/month.
  • Before you sign, read the mukim on the title and the council on the assessment bill. They tell you more than the postcode does.

Taman Perindustrian Ehsan Jaya, Desa Aman and Tago are three of the most searched industrial addresses in Kepong. Most owners and tenants assume they are in Kuala Lumpur because every letter says so. This guide explains where these estates really sit, which council and land office deal with a factory there, what JPPH-registered deals show about prices and rents, and what to check before you buy or rent.

Where Are Taman Perindustrian Ehsan Jaya, Desa Aman and Tago?

The three estates sit on the Selangor side of Kepong, next to the boundary with Kuala Lumpur. In a written answer to the Selangor State Assembly in November 2016, the state listed the industrial areas under each local council. Under Majlis Perbandaran Selayang it named, among 44 areas:

Name in the state list What people usually search Council
Kawasan Industri Desa Aman Kawasan Perindustrian Desa Aman, Desa Aman Puri MPS
Kawasan Industri Taman Ehsan Taman Perindustrian Ehsan Jaya, Taman Ehsan Kepong MPS
Kawasan Industri Sri Ehsan Taman Sri Ehsan MPS
Kawasan Industri Usaha Ehsan Usaha Ehsan MPS
Kawasan Industri Bukit Desa Bukit Desa MPS
Taman Perindustrian Tago Tago Kepong MPS
Kawasan Industri KIP (Kepong) Kepong Industrial Park MPS

The state list does not use the name "Ehsan Jaya". It is the name most people use for the factory rows in the Taman Ehsan area, which the list splits into Taman Ehsan, Sri Ehsan and Usaha Ehsan. If you are buying, the lot number and mukim on the title tell you exactly which one you are in.

Neighbouring Kepong Industrial Park has its own page: see the Kepong Industrial Park (KIP) guide.

Is Ehsan Jaya in Kuala Lumpur or Selangor?

Selangor. The postal address says Kuala Lumpur because postcodes follow the post office, not the council boundary. A good example of the mismatch is an address published in The Star's Golden Ticket outlet list: "Lot 4086, Mukim Batu, 52100 Kuala Lumpur". Mukim Batu is a Selangor mukim, yet the postcode reads Kuala Lumpur. Another entry on the same list is on "Jalan E3/8 Taman Ehsan, Kepong, 52100 Kuala Lumpur".

Why the boundary runs through Kepong

According to the Gombak District and Land Office, Gombak District was created on 1 February 1974, at the same time as Kuala Lumpur became a Federal Territory, and the district office first operated from Jinjang. The district is divided into Mukim Rawang, Batu, Setapak and Hulu Kelang. MPS states that its area of 545.6 square kilometres covers Mukim Rawang, Mukim Batu and Mukim Setapak and borders DBKL. So a factory a few hundred metres from a DBKL street can be under a different council, land office and state.

Which Council and Offices Handle a Factory in Ehsan Jaya, Desa Aman or Tago?

Matter Selangor side (these estates) Kuala Lumpur side of Kepong
Assessment tax (cukai taksiran) Majlis Perbandaran Selayang DBKL
Title, transfer, quit rent Pejabat Daerah dan Tanah Gombak Pejabat Tanah dan Galian Wilayah Persekutuan
Premises licence MPS Licensing Department DBKL
Building plans and KTK MPS Building Department DBKL

Assessment tax from MPS

The MPS assessment tax page sets two payment periods: the first instalment from 1 January to 28 February and the second from 1 July to 31 August. Accounts with arrears are charged a RM20 notice fee on 1 March and 1 September. MPS also reminds owners that under section 160(1) of the Local Government Act 1976 every transfer of ownership must be reported to the council within three months on Form I, and failing to do so can lead to a fine of up to RM2,000. If you buy a factory here, give the council that notice; do not assume the lawyer or seller did it. Payment can be made online through the MyMPS portal or at MPS counters.

Quit rent and the title: Gombak land office

Because the land is in Mukim Batu, Gombak, the title is registered with the Gombak District and Land Office at Bangunan Sultan Sulaiman, Bandar Baru Selayang, and quit rent is a Selangor bill. That is different from the Kuala Lumpur side of Kepong, where quit rent is paid to the federal territory land office (see our DBKL quit rent guide for how that side works).

Premises licence and enforcement

The MPS Licensing Department processes new and renewed business premises licences and inspects premises in its Gombak, Selayang, Kepong and Rawang zones. Renewals can be made through the MyMPS portal. A tenant moving into a factory in Desa Aman or Tago applies to MPS, not DBKL.

Building approvals and unauthorised factories (KTK)

The MPS Building Department forms page, updated on 27 October 2026, carries the application form for a temporary building permit under the KTK compliance and enforcement programme (PBS.KTK) and the OSC 3.0 Plus checklists for it. If the factory has extensions or a mezzanine that were never approved, ask the seller or landlord whether a KTK application has been made before you commit.

How Much Do Factories Cost and Rent Around Ehsan Jaya and Desa Aman?

FactoryHub groups JPPH-registered transfers and tenancies for the Selangor side of Kepong with Selayang. These are recorded deals, not asking prices, and they cover the wider area (the most active estate in the data is Sungai Tua Industrial Park), not only these three estates. All sale psf figures are per sq ft of land.

JPPH-registered, Selayang and Kepong (Selangor), 24 months to August 2026 Figure
Terrace factory 130 deals, median RM2 million, RM923 psf of land, median land 2,002 sq ft
Semi-detached factory 9 deals, median RM5.1 million, RM717 psf of land, median land 7,210 sq ft
Detached factory 12 deals, median RM12 million, RM407 psf of land, median land 24,156 sq ft
Industrial land 5 deals, median RM5.17 million, RM90 psf of land
Terrace factory rent RM2.30 psf/month, median RM5,000 a month for about 1,990 sq ft (21 tenancies)

In the 12 months to August 2026, 50 industrial deals worth RM160.82 million were recorded in the registered data. Like for like, terrace factory prices in the same parks rose 9% across 8 parks compared with the 12 months before. Freehold and leasehold factories both had a median price of RM2.1 million (126 and 27 deals).

For comparison, on the Kuala Lumpur side of Kepong and Jinjang the registered terrace factory median was RM1.97 million (RM929 psf of land) over 49 deals, and the median factory rent was RM2.00 psf/month. How to Check a Factory in Ehsan Jaya, Desa Aman or Tago Before You Buy or Rent

  1. Read the title, not the address. Confirm the mukim (Batu), district (Gombak) and the land use category and express conditions. An official land search at the Selangor land registry shows the registered owner, charges and caveats.
  2. Ask for the latest MPS assessment bill. It confirms the council and the account number, and shows whether there are arrears that carry the RM20 notice charge.
  3. Ask for the quit rent receipt for the current year from the Selangor land office.
  4. Check approvals for the building as it stands today. Ask for the CCC or CF and the approved plans. Read why the CCC matters when buying a factory.
  5. For tenants, confirm the licence route. Your business premises licence comes from MPS. Make sure your activity fits what the council allows in that estate before you sign.
  6. After you buy, notify MPS within three months using Form I, as required by section 160(1) of the Local Government Act 1976.

Common Mistakes Around Kepong Factory Addresses

  • Applying to DBKL for a licence or plan approval because the address says Kuala Lumpur.
  • Using Kuala Lumpur price data to value a factory that sits in Selangor, or the reverse. The two sides of Kepong are recorded separately.
  • Forgetting the Form I notice after a purchase, then receiving bills in the seller's name.
  • Treating Taman Perindustrian Tago and KIP as one estate. The state list names them separately, so check the title for the exact lot.

This guide is general information, not legal or tax advice. Check details with MPS, the Gombak land office and your lawyer for your own transaction.

Frequently Asked Questions

Is Taman Perindustrian Ehsan Jaya in Kuala Lumpur or Selangor?

It is in Selangor even though the postal address reads 52100 Kepong, Kuala Lumpur. The Selangor State Assembly's list of industrial areas places the Taman Ehsan estates under Majlis Perbandaran Selayang. Check the mukim on your title to be sure.

Which council handles Kawasan Perindustrian Desa Aman?

Majlis Perbandaran Selayang (MPS). The state list names Kawasan Industri Desa Aman among the MPS industrial areas, so assessment tax, premises licences and building approvals go to MPS rather than DBKL.

When do I pay assessment tax for a factory in Kepong under MPS?

MPS collects assessment tax in two instalments: 1 January to 28 February and 1 July to 31 August. Accounts in arrears are charged a RM20 notice fee on 1 March and 1 September. You can pay through the MyMPS portal or at MPS counters.

Where is Taman Perindustrian Tago?

Taman Perindustrian Tago is an industrial estate in Kepong that the Selangor State Assembly's list places under Majlis Perbandaran Selayang, alongside Desa Aman, Taman Ehsan and KIP. Like its neighbours it is often assumed to be in Kuala Lumpur, so confirm the mukim on the title before you buy.

How much is a terrace factory around Ehsan Jaya and Desa Aman?

JPPH-registered transactions for the Selayang and Kepong (Selangor) area show a terrace factory median of RM2 million, or RM923 psf of land, over 24 months to August 2026. These figures cover the wider area, so compare a specific unit with deals in the same estate and of the same size.

Which land office keeps the titles for factories in Taman Ehsan and Desa Aman?

The Gombak District and Land Office at Bangunan Sultan Sulaiman, Bandar Baru Selayang. Mukim Batu, where these estates sit, is part of Gombak District, so quit rent and land dealings are handled by Selangor.
