Why DG and battery space is suddenly in demand

The clearest signal came from a developer. In a 10 July 2026 release, Sime Darby Property said Metrohub 3 at E-Metro Logistics Park, Bandar Bukit Raja, is about 840,000 sq ft in two blocks, and one block includes provision for dangerous goods storage. The reason given: "the rising imports of EV components, particularly lithium batteries". Completion is due in 3Q2027. Developers rarely build DG space on spec unless tenants keep asking for it.

Energy storage is moving too. The LSS6 round, opened in July 2026, pairs 2,500MW of solar with 1,250MW of battery storage, and trade press put the storage component at 1,250MW/6,000MWh. In June, Deputy Prime Minister Fadillah Yusof said all new solar generation projects will be required to incorporate battery systems. MIDA reports that ESS-related investment grew from nearly RM30m in 2024 to over RM800m in 2025 as international players entered the market.

Part of that equipment will be assembled in Selangor. On 7 July 2026, MIDA announced that TAMCO will assemble Hoymiles' 5MWh and 6MWh liquid-cooled utility-scale BESS units at its facility in Shah Alam. Further upstream, Tenpower's parent company received approval to invest US$280m in Selangor in a lithium battery production base designed for over 400 million cylindrical cells a year, with production expected from 2025.

Our reading: each project needs storage around it for incoming cells, finished BESS containers waiting for site, spares and damaged returns. That is where most enquiries come from, and compliant space is scarce. Who actually needs DG or battery storage space

  • EV parts and battery importers holding cells, packs and modules near Westports or Northport before distribution.
  • ESS integrators and EPC contractors staging containerised BESS units, inverters and transformers for LSS6 and commercial projects.
  • BESS and battery pack assemblers. The Energy Commission's BESS Safety Guidelines (GP/ST/No.62/2026) call for a Factory Acceptance Test certificate before installation, so plan a powered test bay.
  • 3PLs and freight forwarders adding DG capability for the customers above.
  • Battery service and recycling chains. Spent or damaged batteries are scheduled waste with their own storage rules.

Site criteria: what a compliant battery or DG warehouse needs

This is a screening list, not a design standard. Bomba and your fire engineer set distances, compartment sizes and suppression case by case, so treat each line as a question to settle before signing.

Where to look in Port Klang and Selangor

Being near Westports matters. Westports' yard density was about 80% in 1H2026, and the first CT10 berth is not due until 2028. Importers want DG cargo moved quickly to a compliant store a short truck run away. In Banting, IOI's new park markets detached factories with 800A power, 12m production clear height and dual high-voltage supply, a better fit for BESS assembly than most older port stock. Approvals checklist

  1. Title, zoning and landlord consent. Confirm that the title and approved building plans allow storage of your goods, and get the landlord's written consent that names lithium batteries. Check with the local council.
  2. Bomba fire certificate. Under the Fire Services Act 1988, every designated premises must hold a fire certificate that is renewed annually (section 28). The occupier must also notify Bomba before making a material change to such premises (section 32). Ask Bomba whether your building is designated and what it will require for your quantities.
  3. Energy Commission, if BESS is energised on site. The BESS guideline recommends outdoor installation, requires suppression and Bomba compliance indoors, and calls for thermal runaway protection designed and tested to UL 9540A or fire authority requirements, with registered contractors, competent persons and FAT and SAT certificates. Boxed stock is not the same as units being charged, so check with the Energy Commission what applies.
  4. DOE for spent or damaged batteries. The Scheduled Wastes Regulations 2005 list waste batteries containing lithium as SW 103. In the regulations as gazetted, a waste generator may store up to 20 tonnes for 180 days or less, in durable containers, with incompatible wastes in separate secondary containment. More needs DOE approval. Confirm current rules with DOE.
  5. DOSH. Check with DOSH what duties apply, especially if you handle electrolyte or damaged cells.
  6. Product certification. Check with SIRIM QAS and the Energy Commission which certification your imported batteries or BESS need. It can affect customs clearance.
  7. Transport and the port. The Energy Commission guideline requires BESS to pass UN 38.3 testing before transport, with the test report available. DG declarations and port handling go through your forwarder. Check DG procedures with Westports, Northport or the Port Klang Authority.
  8. Insurance. Declare lithium stock and quantities to your own insurer and to the landlord's insurer.

Why most generic warehouses cannot be converted

Shah Alam has plenty of warehouses: Rahim & Co expects about 10m sq ft of new warehouse space in Shah Alam within two years. Little suits lithium, and conversion usually fails because of:

  • Shared walls. Terrace and semi-detached units cannot be separated from neighbours.
  • Multi-tenant buildings. One fire certificate and insurance policy cover every tenant, so the landlord must take a change of use to Bomba.
  • Fire systems sized for ordinary goods. Upgrades may need bigger tanks, pumps or a separate system.
  • No containment. Open drains and unsealed floors are costly to fix.

FAQ

Can I store lithium batteries in a normal warehouse in Malaysia?

Sometimes, but treat it as a case-by-case approval. It depends on quantity, whether batteries are charged on site, the building's fire systems and separation, and landlord and insurer consent. Check with Bomba before signing.

Do I need a Bomba fire certificate for a battery warehouse?

Under the Fire Services Act 1988, designated premises need a fire certificate renewed every year, and material changes must be notified to Bomba first. Designation depends on use, size and location, so ask Bomba directly.

How should spent or damaged lithium batteries be stored?

They are scheduled waste under code SW 103. The 2005 regulations as gazetted allow a generator to store up to 20 tonnes for 180 days or less in durable, closed containers, with incompatible wastes kept apart. Confirm current requirements with DOE and send the waste to a licensed contractor.

Is Metrohub 3 a dangerous goods warehouse?

Sime Darby Property says one of Metrohub 3's two blocks includes provision for DG storage, driven by rising imports of EV components, particularly lithium batteries. The whole scheme is about 840,000 sq ft and is scheduled for completion in 3Q2027. Plan an interim lease if you need space sooner.

Should an ESS integrator rent or buy?

For staging containers, renting a detached unit with yard is usually enough. If you assemble and test BESS units, the power, suppression and containment work tends to justify buying or building, for example in Banting.
