What Is the WCE (West Coast Expressway)?

The WCE is a coastal expressway that gives the Port Klang belt a second north-south spine alongside the PLUS North-South Expressway. According to the concessionaire's own WCE route description, the highway "commences at a junction with Selangor State Road FT31 which runs from Banting" and ends at the Changkat Jering toll plaza ramp of the North-South Expressway at Taiping. The official WCE FAQ gives the total as 233 km under the privatisation scope. It runs a closed toll system, with fares based on distance travelled at government-gazetted rates.

For factory owners, the Selangor half matters most. It runs through Kuala Langat and Klang, which are the districts that hold Westport, Northport, Pulau Indah, Telok Gong, Kapar and Bukit Raja. It also connects to the four east-west highways that carry most container traffic in the area: SKVE, KESAS, the Federal Highway/NKVE and the North Klang Straits Bypass (NNKSB).

WCE Sections Open as of October 2026

WCE publishes a section-by-section status on its website, and its latest project update is dated 25 September 2026. The opening dates below come from a written answer to the Selangor State Assembly in July 2025 and from news reports at each opening.

Lengths are WCE's own figures. The Edge reported Section 1 as 12.5 km when toll collection began, so expect small differences depending on where the interchange ramps are counted. The 11 tolled sections add up to about 193 km, the figure RAM Ratings uses. The gaps between Tanjung Karang and Hutan Melintang, and between Teluk Intan and Lekir, are not among the tolled sections.

When will WCE Section 3 open?

Section 3 is the missing piece in Klang. The Star, carrying a Bernama report, said in May 2026 that Section 3 is expected to open in the first quarter of 2027. Construction picked up after a land acquisition matter involving 19 residents of Kampung Jawa, Klang, was resolved in December 2025. In August 2026, WCE Holdings' quarterly results reported by The Edge said 8 of 11 sections (180 km) were running, the completed Section 4 would open together with Section 3, and the full alignment is slated for early 2027. RAM Ratings put overall construction at 97.1% at end-June 2026, with Sections 3, 4 and 7 due for completion by year-end.

The Selangor assembly answer adds a detail that matters in Klang. The short WCE stretch at Bandar Baru Klang, which joins Section 5 to Section 3, will only open together with Section 3, because traffic has to enter and exit through the Sri Andalas and FHR2 toll plazas, and both of them sit on Section 3.

WCE Interchanges in Selangor and the Industrial Areas Around Them

WCE's official interchange list names five Selangor interchanges with toll plazas: Banting, SAE, Bandar Bukit Raja Selatan, Bandar Bukit Raja Utara and Assam Jawa. Two more junctions matter for industry. The first is the SKVE link at Tanjung Dua Belas, near Jenjarom, where Section 2's fare is integrated with the SKVE. The second is the pair of Section 3 interchanges at Sri Andalas and the Federal Highway/NKVE, which are not open yet.

There is no WCE interchange named Telok Panglima Garang, Pulau Indah or Kapar. Telok Panglima Garang and Pulau Indah are reached through the SKVE, which runs, as the SKVE concessionaire describes it, to Telok Panglima Garang, Pulau Carey and Westport at Pulau Indah. WCE's toll calculator lists both as exit points on the combined fare. Kapar is served by Bandar Bukit Raja Utara, which the Selangor assembly answer calls the Kapar interchange.

The medians below are JPPH-registered transactions and tenancies for the 24 months to July 2026. Area groupings overlap at the edges. For example, FactoryHub's Kapar grouping includes parts of Bukit Raja and Meru.

A building price per square foot of built-up area cannot be compared with a land price per square foot of land. The two are different measures. For a full breakdown by factory type, size and year, see the Kapar transaction data page and the other area pages linked from it.

Sections 1 and 2 opened in 2024 and 2025. Together they give Kuala Langat a closed-toll route north to KESAS, and through the SKVE west to Telok Panglima Garang and Pulau Indah. The SKVE fare is integrated through the Tanjung Dua Belas interchange, and Malay Mail reported that the Section 2 tolls take the SKVE portion of the trip into account. Rates run from RM1.32 to RM13.85 depending on vehicle class and distance. These two sections are the ones bringing in traffic. RAM Ratings reported average daily traffic of 191,724 vehicles in the first five months of 2026, up from 176,263 in 2025, "driven mainly by higher usage of Sections 1 and 2".

Pulau Indah and Telok Gong: port land reached by SKVE and KESAS

Pulau Indah has no WCE interchange of its own, but the SKVE ends there and the WCE fare covers the trip. Land medians of RM82 psf in Pulau Indah and RM65 psf in Telok Gong come from a small number of large parcels, so treat them as a range rather than a firm price. Bukit Raja and Kapar: the northern half

Section 5 has been open since December 2019 and Section 6 since November 2023. Bernama reported that Section 6 cut the drive from Kapar to Assam Jawa from 45 minutes to about 15. At Bandar Bukit Raja Selatan the WCE meets the NNKSB, which the Grand Sepadu concessionaire describes as connecting Northport in Port Klang to Bukit Raja. Kapar is the busiest market on the corridor, with 434 JPPH-registered deals in 24 months. That market is covered in the Kapar industrial land outlook.

WCE Toll Rates for Industrial Routes

The figures below come from WCE's toll rate calculator as published in October 2026. Each fare is for a full trip between the two points, in either direction. WCE labels Class 2 as pickup trucks and Class 3 as lorries and trucks. Check how the Malaysian Highway Authority classes your own vehicle before you budget.

Payment is fully electronic: Touch 'n Go card, SmartTAG at selected plazas, RFID and, since April 2026, TNG eWallet PayDirect at all WCE toll plazas. There is no through fare between the southern and northern pieces yet, because Section 3 is not open.

What the WCE Means for Industrial Land Along the Corridor

The WCE does not make a site good on its own. What it changes is which sites can reach Westport, Northport and the North-South corridor without going through Klang town. Here is how that plays out on the ground in October 2026:

  • The south is connected now. Banting, Jenjarom and Telok Panglima Garang already have a tolled route to KESAS and to Pulau Indah. Land there still records the lowest medians on the corridor, so it suits buyers who need a large plot more than a short haul.
  • The middle is the bottleneck until Section 3 opens. A lorry going from Banting to Kapar today has to leave the WCE at KESAS and cross Klang on local roads. WCE Holdings itself says Section 3 will "enhance connectivity to several major highways and industrial zones in Selangor". Until the opening date is confirmed, do not pay a price that already assumes the link is there.
  • The north is cheap to use and close to Northport. The Kapar and Bukit Raja interchanges connect to the NNKSB and NKVE. Kapar has the most transactions on the corridor and the most rental evidence, which makes valuations easier.
  • The state expects land-related gains. The Selangor government's assembly answer says the state does not collect toll revenue, but expects indirect income from higher quit rent and land premiums as better access lifts the local economy. That is a policy expectation, not a price forecast.

Checklist before you buy land near a WCE interchange

  1. Measure the distance to the interchange along the truck route, not as a straight line, and check that there are no weight limits or low bridges on the way in.
  2. Confirm whether your trips need Section 3 or Section 7. If they do, base your plans on today's route until the opening date is announced.
  3. Check the land title's category of land use and its express conditions with the land office (PTD Kuala Langat, PTD Klang or PTG Selangor, depending on the title). Ask whether any part of the lot is affected by highway acquisition or reserve land.
  4. Ask TNB how much power capacity can be supplied to the site. Corridor land is often further from a substation than an established industrial park.
  5. Compare the asking price with the JPPH medians above, using the same measure: land psf against land psf.

Is there a WCE exit at Telok Panglima Garang or Pulau Indah?

Neither has a WCE interchange of its own. You join the SKVE at the Tanjung Dua Belas link near Jenjarom and continue west, and WCE's calculator charges one combined fare for the trip. A Class 3 lorry pays RM16.11 from Banting to Pulau Indah and RM9.16 from Banting to Telok Panglima Garang.

How much is the WCE toll for a lorry?

It depends on distance. On WCE's October 2026 calculator, a Class 3 lorry pays RM10.59 from Banting to SAE (KESAS), RM13.85 from SAE to Pulau Indah and RM12.36 from Bandar Bukit Raja Utara (Kapar) to Assam Jawa. Payment is electronic only, by Touch 'n Go, SmartTAG, RFID or TNG eWallet PayDirect.

When will WCE Section 3 in Klang open?

Does the WCE raise industrial land prices along the route?

No published source puts a number on the WCE's effect on industrial land prices. What the JPPH data shows is that corridor land still trades below Klang's older core: RM65 to RM95 psf in Telok Gong, Telok Panglima Garang, Kuala Langat, Pulau Indah and Kapar in the 24 months to July 2026. Treat better access as one factor alongside title, power and flood history.
