Ijok Flood: Four Rescued From Factory at Taman Industri Batu 22 as Sungai Buloh Flood Scheme Stays Years Away

Key Takeaways

  • Firefighters rescued four people from a factory at Jalan Titanium, Taman Industri Batu 22, Ijok, on 2 November 2026, after floodwater reached about one metre.
  • The reports do not name the factory, give a damage figure or explain why the water rose so high at that site, beyond heavy rain that afternoon.
  • Long-term relief for the Sungai Buloh basin is years away: Phase 2 of the flood scheme received RM44 million for preparatory work against RM854,963,000 requested, and the state exco said it needs at least five years.
  • MetMalaysia expects three to five episodes of prolonged heavy rain from November to January, so sites around Ijok need their own flood plan this monsoon.
  • Before you buy or rent in a low-lying estate, get the flood history in writing, check floor and switchboard levels, and read the flood wording in your lease and insurance policy.

What happened at Taman Industri Batu 22, Ijok

Four people were trapped inside a factory at Jalan Titanium, Taman Industri Batu 22, Ijok, in Kuala Selangor district on Monday, 2 November 2026. Harian Metro reported that Selangor Fire and Rescue Department assistant director of operations Ashrul Riezal Asbar said the department took the call at 5.39pm and sent eight personnel from the Bestari Jaya station.

MalaysiaGazette reported that the site was about 18 km from the station and the team arrived at about 5.58pm. Water at the site was estimated at about one metre deep. All four were brought out in a four-wheel-drive vehicle from the quick response squad of the Kuala Selangor Municipal Council (MPKS). The firefighters then moved on to monitor flooding around Saujana Aman.

Neither report names the factory or says what it makes. Neither gives a damage figure, or a cause beyond the heavy rain that afternoon. We have seen nothing that ties this flood to one particular drain, river or bund, and this article does not assume one.

Heavy rain hit other parts of Selangor the same day. Bernama reported that more than 500 houses around Sungai Buloh, particularly in Kampung Melayu Subang, were affected, and a temporary relief centre opened at Dewan Siantan, according to Sungai Buloh MP Datuk Seri R Ramanan. In that report, Sungai Buloh is the parliamentary constituency. Shah Alam's mayor has placed Kampung Melayu Subang along Sungai Damansara, which is a different river from the Sungai Buloh basin discussed below.

Why one metre of water matters to a factory

One metre of water is above the bottom level of most pallet racking, the base of floor-mounted machines and any low-level sockets or control panels. It also cuts access. The four people at this site left in a rescue vehicle, not on foot. On a flooded estate road, a lorry cannot be counted on to get in or out, so deliveries, container returns and shift changes stop too.

For a factory manager the lesson is about timing. Decide in advance who stays, who goes home and at what warning level. Once the road is under water, staff still inside may need a rescue vehicle to leave.

Where the Sungai Buloh flood scheme stands

Ijok has a documented flood history, and that is why the Sungai Buloh flood scheme (RTB Sungai Buloh) belongs in this story, even though no report links the Batu 22 flood to it.

Date What was reported Source
Nov 2023 Scheme approved in 2017. Full solution estimated at RM456 million, RM50 million approved, so work focused downstream, including Pekan Ijok and Kampung Ijok. Progress 62% at 16 October 2023, target completion 4 April 2024 Selangor State Assembly
Oct 2024 A bund in the Sungai Buloh basin was said to have burst at about 3am on 4 October 2024; low-lying houses in Kampung Ijok saw about 0.6 metres of water RTM
Nov 2025 Phase 2: federal government approved RM44 million against RM854,963,000 requested, for preparatory work only (design consultant, land survey and acquisition, utility mapping, soil investigation) Selangor State Assembly
Nov 2025 State exco Izham Hashim: at least five years, with construction alone taking two to three years; RM27 million approved for immediate works Sinar Harian
Jul 2026 Site visit with the consultant on 22 July to coordinate Phase 2 scope along the river in Kuala Selangor JPS Kuala Selangor
Oct 2026 Across Selangor, 70% of 255 quick-win flood projects complete (allocation of nearly RM70 million), the rest expected by year end The Star

The 2023 assembly answer also explains how water behaves here. Floods in Kuala Selangor district take longer to recede than the flash floods in Petaling, because high tide holds back the river's discharge, and they get worse when heavy rain meets a spring tide. A site in this part of the basin should plan for water that stays, not water that drains within the hour.

We could not find an official statement confirming whether Phase 1 has been finished. Ask JPS Kuala Selangor directly, and ask whether your road falls inside the scheme area. The Selangor Budget 2027 is due on 13 November, so watch for any flood allocation for Kuala Selangor.

What the monsoon outlook means for this season

MetMalaysia expects three to five episodes of prolonged heavy rain between November and January, and the monsoon is expected to last until March 2027. National Disaster Management Agency director-general Datuk Meor Ismail Meor Akim told The Star that flooding is expected to be minimal this year and less severe than 2021, but said he worries more about areas that flood for the first time, where people may be less prepared.

The same report says MetMalaysia's yellow, orange and red heavy rain warnings typically come one to three days ahead. For a factory, that is the usable window to lift stock, move vehicles and back up records.

What this means for owners, tenants and buyers

Factory owners. Treat the Sungai Buloh works as a long-term hope, not this season's protection. Check your own drains, roof gutters and any pump you rely on now, and confirm who can reach the site after hours.

Tenants. A lease usually says little about flood until it is too late. Ask who pays for damage to the building and to your fit-out, whether rent stops while the premises cannot be used, and who decides that. Get the answers written into the agreement before you sign.

Buyers and land investors. Ask for the flood history before you discuss price. For prices and rents, these are JPPH-registered transactions for Ijok and Puncak Alam, latest month August 2026:

Type Deals in 24 months Median price Median per sq ft of land
Semi-detached factory 13 RM3.3 million RM225 psf of land
Detached factory 13 RM7.5 million RM192 psf of land
Cluster factory 11 RM2.8 million RM352 psf of land
Industrial land 24 RM6.22 million RM90 psf of land

The data records 22 industrial deals totalling RM126.39 million in the 12 months to August 2026, and a median registered factory rent of RM1.52 psf/month across 52 tenancies. These are the registered records available so far, not every unit sold or rented. They cover both towns and do not show which lots have flooded, so a similar price does not mean a similar risk. For the wider district, see Kuala Selangor registered prices.

Practical next steps

  1. Follow river levels and rainfall on the JPS Public Infobanjir portal, and set a trigger for acting on a MetMalaysia warning.
  2. Ask neighbouring factories how high the water came on 2 November and in earlier floods. Look for water marks on walls and shutters.
  3. Measure your floor level against the road, and check the height of the main switchboard, compressors, generator and fire pump.
  4. Move high-value stock, moulds and records above the height the water has reached.
  5. Read your insurance schedule. Check that flood is named as a covered peril, and that business interruption cover responds to flood.
  6. Write a stop-work rule that says who sends staff home and when, and keep the emergency number (999) posted.

If flood risk rules out your current shortlist, our Ijok area page and Find Me a Factory service can help you compare other sites.

Frequently Asked Questions

What happened at Taman Industri Batu 22, Ijok, on 2 November 2026?

Four people were trapped inside a factory at Jalan Titanium when floodwater reached about one metre. The Selangor Fire and Rescue Department received the call at 5.39pm and sent eight personnel from Bestari Jaya. All four were brought out in a four-wheel-drive vehicle from the MPKS quick response squad. Reports did not name the factory or give a damage figure.

Will the Sungai Buloh flood scheme protect factories in Ijok soon?

Not soon. Phase 2 was approved RM44 million for preparatory work against RM854,963,000 requested, and in November 2025 state exco Izham Hashim said the project needs at least five years. No report confirms whether a particular factory road sits inside the scheme area, so ask JPS Kuala Selangor about your own lot.

How can I check whether a factory in Ijok has flooded before?

Ask the seller or landlord in writing, then ask neighbouring factories, because they will remember the height and date. Look for water marks on walls, shutters and electrical panels during the viewing. You can also follow river levels on the JPS Public Infobanjir portal and ask JPS Kuala Selangor about the area.

What should a factory tenant ask about flood damage before signing?

Ask who pays to repair the building and who pays for your own fit-out, machinery and stock. Ask whether rent stops while the premises cannot be used, and who makes that call. Have the answers written into the tenancy agreement, then check that your insurance names flood as a covered peril.
