What is actually happening in Selangor
At the national level, the National Semiconductor Strategy launched in May 2024 targets RM500 billion of investment by 2030 and 60,000 skilled local engineers. The government has set aside RM25 billion in fiscal support for it. Selangor's share has not been published, so read it as direction, not a demand forecast.
What Selangor has done is visible and specific:
- Design parks. IC Design Park 1 opened in August 2024 at PFCC, Puchong, on just 0.6 hectares. IC Design Park 2 followed in Cyberjaya in November 2025, together with an RM100 million fund for chip-design startups. By April 2026 the parks had 302 engineers hired against a target of 400 for end-2026, across 15 active companies.
- A large back-end expansion. On 12 August 2026 NXP broke ground on an expansion of its assembly and test site in Petaling Jaya. It adds about 500,000 sq ft of production space, taking the site to around 900,000 sq ft. Output is expected to more than double, with the production ramp from the first quarter of 2028.
- An equipment-module maker for ASML. Dutch firm Neways opened its first Southeast Asian plant in Selangor in May 2025. It builds high-level semiconductor equipment assemblies with ASML as launch customer and plans more than 200 staff. It was the first company through Invest Selangor's Soft Landing programme.
- A local cleanroom contractor scaling up. Sum Technology, based in Petaling Jaya, builds cleanrooms and mission-critical M&E systems. Its IPO public portion was oversubscribed 110.54 times. Its prospectus shows a Jenjarom factory being renovated to operate by the third quarter of 2026, plus a rented semi-D factory in Banting next to it.
- Fresh money. Budget 2027, tabled on 9 October 2026, includes a RM1.2 billion Khazanah and KWAP package to move local semiconductor firms up the value chain, with a Selangor semiconductor fund inside it.

Who in the chain needs which premises
A common mistake is asking for a "semiconductor factory" when the business needs something simpler, or the reverse. Start with your role in the chain.

MNC plants rarely buy on the open market. The factory demand they create sits one level down, with their module, parts and service suppliers.
The spec sheet: what "cleanroom-ready" means for a factory shell
"Suitable for cleanroom" means nothing unless the shell supports the cleanroom your customer will audit. The class itself is set by your customer's process and confirmed with a specialist cleanroom contractor. For reference, one EPCC contractor describes OSAT cleanrooms as typically Class 10 to Class 100K. Your job in the property search is to make sure the building does not block that design.

Selangor areas compared for semiconductor suppliers
Petaling Jaya. The NXP site is here and so is Sum Technology's base. Industrial stock is mature and scarce, usually older buildings needing M&E upgrades. Best for firms that must be minutes from a customer.

On 15 January 2026 the US imposed a 25% Section 232 tariff on a narrow category of advanced AI chips, with broad exemptions, and signalled that a wider semiconductor tariff could follow. If your customers ship to the US, use lease structure as a hedge: a shorter first term with renewal options, or a break clause.

- Write down your role in the chain and the cleanroom class your customer requires, confirmed by a cleanroom contractor.
- Calculate your total load, including cleanroom HVAC running 24 hours, and compare it with the unit's current amperage and kVA.
- Ask whether a TNB substation is on site and whether the supply can be upgraded, and by when.
- Get the slab thickness and floor loading rating in writing.
- Check roof structure and internal clear height for AHUs, ducting and a ceiling plenum.
- Confirm space for a generator set, UPS room, gas cylinders and chemical storage.
- Check with Bomba, DOE and the local council what your process and materials require before committing.
- Confirm industrial title and CCC. In a tenancy, get written consent for M&E works and agree cleanroom reinstatement terms.
Rent or buy?
Rent if your volumes depend on a customer qualification that has not happened yet, or if your fit-out is modest (ESD floor, air-conditioning, simple clean zone). Negotiate a rent-free fit-out period and a renewal option long enough to recover your M&E spend.
Buy if your cleanroom and M&E fit-out costs more than several years of rent, if you must strengthen the roof or upgrade power, or if your customer expects a long-term site. The upgrade then adds value to your own asset.

Does an IC design company in Selangor need a factory?
Usually not. Design houses need offices, labs and test benches, which is what the IC Design Parks in Puchong and Cyberjaya provide. A factory makes sense once you add assembly, testing or equipment work.
Can any factory be converted into a cleanroom?
Only if the shell allows it: enough height for a ceiling plenum, a roof that can carry HVAC equipment, power for 24-hour air handling, and space for exhaust and gas storage. Ask a cleanroom contractor to inspect before you sign.
Which ISO class should I plan for?
