Kawasan Perindustrian MIEL in Selangor: Where the MIEL Estates Are, Who Owns Them and Factory Prices
Kawasan Perindustrian MIEL is not one place. Selangor has four MIEL estates, in Shah Alam, Pandamaran, Bangi and Batang Kali. Who built them, who owns them now, registered prices and what to check.
Key Takeaways
- Kawasan Perindustrian MIEL is not one place. MIEL stands for Malaysian Industrial Estates Limited, which the government set up in 1964 to pioneer industrial estates nationwide, so estates with this name exist in several states.
- Selangor has four. State assembly lists name MIEL estates in Sections 21 and 23, Shah Alam and in Pandamaran (Klang), Section 13 Bandar Baru Bangi and Batang Kali.
- MIEL is now MIDF Property Berhad, a wholly owned subsidiary of PNB Commercial. PNB Commercial's website showed MIEL units and land in Johor, Melaka, Terengganu, Perak and Sarawak, but none named MIEL in Selangor when we checked on 1 November 2026, so expect to deal with each lot's current owner.
- The name does not tell you the tenure. PNB Commercial lists MIEL Kuala Kangsar as freehold and a MIEL Jakar unit on a 66-year lease to 2053. Check every title.
- Location sets the price, not the name. JPPH-registered terrace factories have a median price of RM250,000 in Hulu Selangor District and RM1.34 million in Kajang, Balakong and Bangi over the 24 months to August 2026.
What does MIEL stand for, and who built these estates?
MIEL is Malaysian Industrial Estates Limited. In a keynote speech on 8 March 2018, the Second Minister of International Trade and Industry said the government established it in 1964 to pioneer the development of industrial estates throughout the country, and that private developers soon followed. You will see the name written a few ways, including Malaysia Industrial Estate Berhad in that speech and Malaysian Industrial Estates Berhad on PNB Commercial's site. They all refer to the same company.
A January 1967 World Bank paper records that in 1965 MIEL, then a wholly owned subsidiary of Malaysian Industrial Development Finance (MIDF), began assisting small industries by providing standard factory units on industrial estates.
MIDF's own published history calls MIEL its factory-building subsidiary. State governments asked it to help build estates for their small-scale sectors, with each Kawasan MIEL acting as a growth centre. By the end of the 1970s it had built over 500 factory units, from standard units to owner-designed ones, in 19 locations around the country.
Who is MIEL today?
PNB Commercial says MIDF Property Berhad was first established as Malaysian Industrial Estates Berhad in 1964 and now operates as its fully owned subsidiary, holding industrial properties for sale and lease around Malaysia. PNB Commercial is a subsidiary of Permodalan Nasional Berhad.
Do not confuse this with the MIDF financial group. MBSB completed its purchase of MIDF from PNB on 2 October 2023. For a question about a MIEL property, start with PNB Commercial, not the bank.
Where are the MIEL industrial areas in Selangor?
The Selangor State Assembly has published lists of industrial areas by local council. Its 2016 written reply and its 2025 list together give four locations:
| Name in the state list | Location | Council | District |
|---|---|---|---|
| Kawasan Perindustrian MIEL (Sect. 21 and 23) | Shah Alam | MBSA | Petaling |
| Kawasan Perindustrian MIEL, Pandamaran | Pandamaran, Klang | MBDK | Klang |
| Kawasan Perindustrian Bandar (MIEL) Baru Bangi (Sect. 13) | Bandar Baru Bangi | MPKj | Hulu Langat |
| Kawasan Perindustrian MIEL, Batang Kali | Batang Kali | MPHS | Hulu Selangor |
Two details matter when you read older papers. The Shah Alam entry carries the MIEL name only in the 2016 list; the 2025 list records it as Kawasan Perindustrian Seksyen 23. Council names have changed too: the 2016 list says Majlis Perbandaran Klang and Majlis Daerah Hulu Selangor, while the 2025 list says MBDK and MPHS. An older approval letter with the earlier name is not a red flag in itself, but the current licence should come from today's council.
Shah Alam: Sections 21 and 23
Section 23 runs along Persiaran Perusahaan, with postcodes 40300 and 40000, under Majlis Bandaraya Shah Alam. The JPPH transfer register since 2010 records 32 industrial lots in Section 23, 21 of them on 20,000 sq ft of land or more: 15 detached factories, 14 semi-detached factories and 3 land lots. That count covers the whole section, not only the MIEL part, and includes only lots that changed hands. Makers documented in the section include Panasonic Manufacturing, Leoch Battery and Haidilao International Food Services.
Pandamaran, Klang
Pandamaran lies between Klang town and Port Klang, under Majlis Bandaraya Diraja Klang. The state list gives MIEL, Pandamaran its own line, separate from Sobena Jaya, Landpac and Kampung Baru Pandamaran. The registered sales data does not carry MIEL Pandamaran as a separate name, and we found no published boundary map for it. Get the lot number and mukim from the seller or landlord, check them against the title, and ask MBDK if the address is unclear. The most active named park in the Pandamaran data is Sobena Jaya, with 54 deals in 24 months.
Bandar Baru Bangi: Section 13
Section 13 is part of the Bangi Industrial Estate, postcode 43650, under Majlis Perbandaran Kajang and a few minutes from the PLUS Bangi interchange. The transfer register records 73 industrial lots in Seksyen 13 Bandar Baru Bangi, 19 of them on 20,000 sq ft of land or more. Most are semi-detached factories (52), followed by detached factories (16), and the register names Jalan Perindustrian Suntrack.
Batang Kali, Hulu Selangor
The transfer register records 32 industrial lots under MIEL Batang Kali, 23 of them on 20,000 sq ft of land or more, with a median land area of about 58,550 sq ft: 13 semi-detached factories, 9 land lots, 6 warehouses and 3 detached factories. It is a working estate. A 2025 written reply lists more than a dozen companies addressed there, and a 2013 reply names it among the industrial areas in the Batang Kali state seat. For checks specific to this estate, see Jason Low's MIEL Batang Kali guide.
MIEL estates outside Selangor
Search results for this name mix several states, so add the town to your search. PNB Commercial's site shows Kawasan MIEL in Masjid Tanah, Melaka, Bandar Seri Alam, Johor, Jakar and Teluk Kalong in Terengganu, Kuala Kangsar in Perak and Sama Jaya, Sarawak. MIDF's history also records the launch of Kawasan MIEL Larkin, Johor, on 14 August 1971.
Who owns MIEL factories now, and can you buy from PNB Commercial?
PNB Commercial says MIDF Property keeps industrial properties for sale and lease. Its detached and semi-detached list, terrace list and industrial land list showed nothing named MIEL in Selangor when we checked on 1 November 2026. The land list does include a Bukit Jelutong parcel, but not under the MIEL name.
So for a Selangor MIEL factory, the title decides who you deal with:
- Ask for the lot number and mukim, or the title number.
- Run an official land search and compare the registered owner with the seller or landlord in front of you.
- If you are renting from someone who is not the registered owner, ask to see their authority to let the unit before you pay a deposit.
- If you do want a unit from MIDF Property's own stock, ask PNB Commercial directly what is available, because its site can change.
Is a MIEL factory freehold or leasehold?
There is no single answer. PNB Commercial's own pages show the range, all outside Selangor:
| Estate | Tenure shown |
|---|---|
| Kawasan MIEL Kuala Kangsar, Perak | Freehold |
| Kawasan Perindustrian MIEL Masjid Tanah, Melaka | Leasehold |
| Kawasan MIEL Jakar, Terengganu | Lease of 66 years until 2053 |
| Kawasan MIEL Sama Jaya, Sarawak | Lease of 60 years until 2054 |
For the four Selangor estates, read each lot's title rather than assuming from the estate name. Our guide to land titles in Malaysia explains how to read one. On a leasehold title, work out the years left before you agree a price, and ask your bank early whether the remaining lease meets its lending rules.
How much do factories cost around the MIEL estates?
We do not have a separate registered price series for the MIEL estates, so use the area figures below. These are JPPH-registered transactions over 24 months, latest month August 2026. They are the registered records available so far, not every unit sold or rented.
| Area | Terrace factory | Semi-detached factory | Detached factory | Factory rent |
|---|---|---|---|---|
| Shah Alam | RM1.13 million, RM484 psf of land (70 deals) | RM5.92 million, RM514 psf of land (66 deals) | RM16 million, RM335 psf of land (20 deals) | RM1.71 psf/month |
| Pandamaran | RM1.25 million, RM489 psf of land (37 deals) | RM4.1 million, RM331 psf of land (13 deals) | No figure | RM1.07 psf/month |
| Kajang, Balakong and Bangi | RM1.34 million, RM555 psf of land (149 deals) | RM5.17 million, RM447 psf of land (58 deals) | RM8.6 million, RM250 psf of land (23 deals) | RM1.55 psf/month |
| Hulu Selangor District | RM250,000, RM114 psf of land (258 deals) | RM2.52 million, RM149 psf of land (37 deals) | RM8.65 million, RM121 psf of land (10 deals) | RM0.85 psf/month |
Sale figures are medians, and every sale psf is per sq ft of land, never built-up, so compare psf only within the same factory type. Rents are per sq ft of rented floor area per month. For vacant industrial land, the medians are RM32 psf of land in Hulu Selangor District, RM133 psf of land in Pandamaran, RM139 psf of land in Kajang, Balakong and Bangi, and RM210 psf of land in Shah Alam.
What should you check in an older MIEL factory?
The history above is the practical point: these estates grew out of standard factories for small industry, and a building may have been altered many times since. Check the unit, not the estate name.
- Which MIEL it is. Confirm the town, council and lot number on paper.
- The title. An official search shows the registered owner, tenure, restrictions and any charge.
- The building approval. Ask for the CCC or, on older buildings, the CF, and compare the approved plans with what is standing. Extensions are where problems tend to sit.
- Power, height and floor loading. Published specifications for MIEL units elsewhere give a feel for the original design: 150 amps at Masjid Tanah, 200 amps at Bandar Seri Alam and 250 amps at Sama Jaya, on 415V three-phase. Heights run from 18 ft at Masjid Tanah to 22.5 ft at Jakar, and design floor loads from 5 kN per sqm at Masjid Tanah to 150 lbs per sq ft at Jakar and Sama Jaya. A Selangor unit may differ, so read its own switchboard and measure it before you plan a production line around it.
- Machinery certificates. Ask for the DOSH certificates of fitness for any lift, crane, boiler or pressure vessel in the building, and agree who renews them.
- The licence. Ask the right council: MBSA, MBDK, MPKj or MPHS. Each runs its own business licence and assessment tax.
- The neighbours. Older estates mix trades. Visit during working hours and look at lorry access, parking and any dust or noise that would affect your process.
Which MIEL estate suits which kind of business?
- Port-related work: Pandamaran sits between Klang town and Port Klang, and terrace factories trade at a median of RM1.25 million.
- An established Shah Alam address: Section 23 lots are large, with a median land area of about 34,547 sq ft in the transfer register, and registered detached factories in Shah Alam have a median of RM16 million.
- Semi-detached units south of Kuala Lumpur: Section 13 in Bangi is mostly semi-detached factories, close to the PLUS Bangi interchange.
- Large land at lower cost: Batang Kali has big lots in the register, and Hulu Selangor District's industrial land median is RM32 psf of land.
Frequently Asked Questions
What does MIEL stand for?
MIEL stands for Malaysian Industrial Estates Limited. The government set it up in 1964 to pioneer industrial estates across Malaysia, and it is now known as MIDF Property Berhad. That is why many older estates in different states are called Kawasan MIEL.
Where is Kawasan Perindustrian MIEL?
There are several. In Selangor, state assembly lists name MIEL estates in Sections 21 and 23 Shah Alam, Pandamaran in Klang, Section 13 Bandar Baru Bangi and Batang Kali. Others are in Melaka, Johor, Terengganu, Perak and Sarawak, so always add the town when you search.
Is MIEL the same as MIDF?
Not any more in practice. MIEL began as a subsidiary of MIDF, but PNB Commercial now describes MIDF Property Berhad, the former MIEL, as its own fully owned subsidiary. MBSB completed its purchase of the MIDF financial group from PNB on 2 October 2023.
Is a factory in Kawasan MIEL freehold or leasehold?
It depends on the lot. PNB Commercial shows MIEL Kuala Kangsar as freehold and units at MIEL Jakar on a 66-year lease to 2053, so the name tells you nothing about tenure. Run an official land search on the exact lot before you agree a price.
How much does a factory cost in a MIEL estate?
There is no separate registered series for MIEL estates, so use the surrounding area. Over the 24 months to August 2026, JPPH-registered terrace factories had a median of RM250,000 in Hulu Selangor District, RM1.25 million in Pandamaran, RM1.13 million in Shah Alam and RM1.34 million in Kajang, Balakong and Bangi.
Can I buy a MIEL factory in Selangor from PNB Commercial?
PNB Commercial's site showed no unit named MIEL in Selangor when we checked on 1 November 2026, though its stock can change, so ask them directly. Otherwise you would normally buy from the lot's current registered owner, which an official land search will confirm.
Which council handles Kawasan Perindustrian MIEL Batang Kali?
Majlis Perbandaran Hulu Selangor (MPHS). Older papers may say Majlis Daerah Hulu Selangor, which is the name used in the 2016 state list. The current licence should come from MPHS.
