Nouvelle Industrial Park Balakong: Location, Unit Sizes, Prices and What to Check
Nouvelle Industrial Park Balakong is a freehold 18-unit factory scheme by Hai Ming Exsim. Here is every lot size from the developer's brochure, registered area prices and rents, the council that handles it, and what to check on a unit.
Key Takeaways
- Nouvelle Industrial Park Balakong is a freehold, 18-unit factory scheme on about 9 acres in Taman Balakong Jaya, Selangor, developed by Hai Ming Exsim Development Sdn Bhd, a joint development of Exsim and Hai Ming.
- Plots run from 11,620 to 45,015 sq ft and built-up from 6,907 to 20,913 sq ft, across seven unit types. The lot-by-lot table below comes from the developer's brochure.
- The brochure does not publish ceiling height, floor loading or power, so get those figures for the exact unit you are looking at.
- No registered price series exists for this park alone. The nearest JPPH benchmark is the semi-detached factory in Kajang, Balakong & Bangi: a median RM5.17 million, RM447 psf of land, and registered rent of RM1.75 psf a month.
- The postal address says Seri Kembangan, but the council for Balakong Jaya is Majlis Perbandaran Kajang (MPKj), so assessment tax and your business licence go there.
People usually search this park's name when a unit comes up for sale or rent and they want to know what it is before they call. The developer's own pages date from 2013 and say little, and most other results are adverts. This guide sets out what the developer and the press recorded, what the registered market shows, and what to verify on the unit in front of you.
Where is Nouvelle Industrial Park Balakong?
The developer's brochure places the park off Jalan Perindustrian Balakong beside Taman Balakong Jaya. Its map also marks Taman Taming Jaya, the SILK Expressway, the North-South Expressway, the Sungai Besi Expressway and Mines Resort City as the nearby landmarks.
FactoryHub's records of JPPH-registered transfers file Jalan Nouvelle under Taman Industri Balakong Jaya, one of the estates on our Balakong industrial areas page. Businesses in that estate write their address as Taman Industri Balakong Jaya, 43300 Seri Kembangan, which is why a Seri Kembangan postal address on a Balakong factory is normal.
For road and rail access, Balakong is served by the Balakong Interchange of the SILK Expressway, which links to the Sungai Besi and BESRAYA expressways and to the Cheras-Kajang Expressway. The MRT Kajang Line stations nearest the locality are Bandar Tun Hussein Onn and Cheras 11 Miles. Workers without transport will still need a last-mile plan, so walk or drive that route yourself.
Do not mix it up with other Nouvelle parks
Exsim has used the Nouvelle name on several industrial schemes. Its brochure lists Nouvelle Industrial Park, Nouvelle Industrial Park 2 and Lot 10 in Kota Damansara, plus Nouvelle Kemuning Industrial Park and its Phase 2 at Bukit Rimau. The Edge also reports a Lot 8 in Kota Damansara, and Exsim has a Nouvelle Industrial Park in Meru, in Klang. Check the town name on any advert before you compare prices.
Who developed it, and when was it built?
The brochure names the developer as Hai Ming Exsim Development Sdn Bhd (138888-V), with both Hai Ming and Exsim as joint developers. The Edge reported in May 2013 that the 9-acre project launched that March, that it is freehold, that the partner Hai Ming Sdn Bhd is a subsidiary of KPS Consortium Bhd, that gross development value was RM83 million, and that 16 of the 18 units had already been taken.
Exsim's site progress page carries photographs dated January 2014 to April 2015, and the April 2015 image files are named as road, drain and street lighting completed. We found no published date for the Certificate of Completion and Compliance (CCC), so ask the owner for the actual certificate.
Because nearly every unit was taken at launch, expect to deal with an existing owner in a subsale or a tenancy, not with the developer.
What sizes are the units?
The brochure's lot chart lists 18 lots in seven types. The last column is our own arithmetic from the chart. Built-up counts every floor, so it is not the same as the ground floor footprint.
| Type | Lots | Land (sq ft) | Built-up (sq ft) | Built-up as share of land |
|---|---|---|---|---|
| A | 3A, 6, 8, 10, 12, 13A, 16 | 14,995 to 15,059 | 7,278 | About 48% |
| A1 | 2 | 18,502 | 7,770 | About 42% |
| B | 13, 15 | 11,620 | 6,907 | About 59% |
| C | 3, 5, 7, 9, 11 | 14,000 | 9,067 | About 65% |
| C1 | 1 | 21,588 | 9,067 | About 42% |
| D | 17 | 30,908 | 14,557 | About 47% |
| E | 18 | 45,015 | 20,913 | About 46% |
Three things stand out for a buyer or tenant:
- Type C gives more floor on less land than Type A. It has 9,067 sq ft of floor on 14,000 sq ft of land, against 7,278 sq ft on about 15,000 sq ft. Type A leaves more open yard, which matters if lorries need to turn inside your gate.
- The site plan draws Lots 1 to 16 as eight side-by-side pairs in two rows, with the larger Lots 17 and 18 at one end. Lots 1 and 2 sit at the row ends and carry extra land.
- The chart has no Lot 4 or Lot 14. The numbering uses 3A and 13A instead.
If a unit is advertised under this name but its land and built-up match no row above, ask for the lot number and title before going further. The difference may be an extension or a re-survey, or the unit may sit outside the scheme.
What does the brochure's specification say?
The specification lists a reinforced concrete structure, metal deck roofing with insulation, brick walls, cement-rendered floors on the ground, first and second floors, motorised roller shutters, sliding doors, a staircase, and toilets on every floor.
It does not state ceiling height, floor loading, power supply, loading bays or a goods lift. That does not mean a unit lacks them, and owners may have added equipment since. It means no published figure exists, so you need to measure and confirm. Size your load with our factory power calculator before you view, then compare it with the meter and switchboard on site.
How much does a factory cost in Nouvelle Industrial Park Balakong?
The registered data available to us has no separate figure for this park, so the honest benchmark is the wider area. These are JPPH-registered transactions for Kajang, Balakong & Bangi over the 24 months to August 2026. Every sale psf is per sq ft of land, not built-up.
| Factory type | Deals | Median price | Typical range | RM psf of land | Median land |
|---|---|---|---|---|---|
| Semi-detached | 58 | RM5.17 million | RM3.83 million to RM7.08 million | RM447 | 11,754 sq ft |
| Detached | 23 | RM8.6 million | RM6.58 million to RM15.25 million | RM250 | 39,241 sq ft |
The semi-detached median land of 11,754 sq ft sits close to Type B here, while Lots 17 and 18 are nearer the detached row. Treat both as a sanity check on a quote, not a valuation: these medians mix older and newer buildings across three towns. Freehold factories in the same data show a median of RM1.62 million (152 deals) against RM1.82 million for leasehold (80 deals), a gap that mixes location, size and type, not tenure alone.
What will it cost to complete a purchase?
Under item 32(a) of the Stamp Act 1949, a transfer pays RM1 per RM100 on the first RM100,000, RM2 on the next RM400,000, RM3 on the next RM500,000 and RM4 above RM1 million, on the price or market value, whichever is greater. A foreign company or a non-citizen without permanent residency pays a flat RM4 per RM100 under item 32(aa).
On the registered semi-detached median of RM5.17 million, that works out to RM190,800, or RM206,800 at the flat rate. Section 47 gives 30 days from execution to present an instrument for stamping. Our legal fees and stamp duty calculator runs other prices.
How much is the rent?
Registered factory tenancies in the same area over the same period numbered 206, at a median RM1.55 psf a month, typically RM1.06 to RM2.13, on a typical term of 24 months. By type:
| Factory type | Median rent psf a month | Median monthly rent | Typical size | Tenancies |
|---|---|---|---|---|
| Semi-detached | RM1.75 | RM7,000 | About 5,380 sq ft | 18 |
| Detached | RM1.35 | RM8,100 | About 5,790 sq ft | 51 |
Rents are per sq ft of rented floor area, so compare a quote against built-up, not land. The registered semi-detached sample is smaller than every unit in the chart above, and larger floors do not always rent at the same psf.
Which council handles Nouvelle Industrial Park Balakong?
Wikipedia's entry on Balakong and a Sin Chew report from October 2022 both point to MPKj, which formally took over the 280-acre Balakong Jaya estate that month. The confusion comes from the postcode: The Star has reported Seri Kembangan areas under the Subang Jaya council, so check the name on your assessment bill.
The Kajang council may change its name soon. Media Selangor reported in September 2026 that Kajang is expected to gain city status within one to one and a half years, so forms may carry a new name during your ownership.
Assessment tax
MPKj's FAQ sets out the essentials:
- It is charged twice a year, payable 1 January to the end of February and 1 July to 31 August.
- The bill is the annual value multiplied by the percentage rate.
- Anyone renting or buying in its area should first check the assessment tax with MPKj and get details of any arrears.
- If an owner does not pay, a tenant's property on the holding can be seized. A tenant can protect those goods by paying rent to MPKj until the arrears are cleared.
- After a change of ownership, the owner tells MPKj through Form I, with a RM50 processing fee.
Our MPKj cukai pintu guide covers the current online route and rates.
Business and factory licence
MPKj's guideline for business and industrial licences allows a licence period of one to three years. It requires you to report any increase in factory production or building to MPKj and to follow conditions set by the Department of Environment, Bomba and DOSH. It also bars releasing effluent or scheduled materials into drains without first neutralising them, and it requires thinner and other chemicals to be stored apart from other materials.
Activities rated as risky take a longer path. The council's flow chart sends them through technical comments and a committee meeting that can reject or defer the application. Ask MPKj how your exact activity is rated before you pay a deposit.
What are the known problems in Balakong Jaya?
The Sin Chew report describes the wider estate in 2022, not this scheme specifically, but a buyer should read it:
- Roads and flooding were named by the council president as the two main problems, with a consultant's study expected to take at least six months.
- Old drainage could not cope with heavy rain, according to the estate association's chairman, who also said more than 40% of manufacturers would not cooperate on upgrades.
- About 30% of the estate's factories were still on agricultural land not converted to industrial use, according to a councillor, who also said some factories had built over road reserves.
We found no public report of what the consultant's study concluded. In November 2026 the MPKj president said the council hopes the 2027 state budget will prioritise flood works, and noted that some roads fall under federal or JKR control. That statement was about the council's area generally and did not name Balakong.
Nouvelle was marketed as a freehold planned scheme, so do not assume those title problems apply to it. Equally, do not assume they cannot apply to a neighbour you might share a road or drain with.
What should you check before buying or renting a unit?
- Lot and title. Match the lot number to the chart above, then run a land search for the registered owner, tenure, category of land use and any charge or caveat.
- CCC and approved plans. Compare the building on site with the approved plan. MPKj's FAQ asks owners to tell it in writing about renovations and about buildings put up without an approved plan, so ask what has been added and whether it was approved.
- Power. Read the meter and switchboard rating yourself, and ask TNB about upgrade costs if you need more.
- Floors. Get the design floor loading for each level in writing. Ask how goods reach the first and second floors, since no goods lift appears in the brochure.
- Lorry access. Drive the route in with the longest lorry you use, and try the turn inside the yard and on the shared road between the rows.
- Flood history. Visit after heavy rain, ask the neighbours, and ask your insurer about flood cover for that address before you sign.
- Licence. Confirm with MPKj that your activity can be licensed at this unit, in writing if you can.
- Arrears. Check assessment tax with MPKj and quit rent with the land office, and have them cleared at or before completion.
- If you are renting. Ask the landlord for the CCC, the latest assessment receipt and written consent for your fit-out, because you will be the one applying for the licence.
