Bukit Raja International Industrial Complex (BRIIC), Klang: Location, Owner, Shopee Warehouse and Leasing
Bukit Raja International Industrial Complex (BRIIC) is the ramp-up warehouse complex on Jalan Keluli, Klang, that houses Shopee's mega warehouse. Where it is, who owns and built it, which council covers it, whether a Phase 3 exists, lease stamp duty and what tenants should check.
Key Takeaways
- Bukit Raja International Industrial Complex (BRIIC) is a ramp-up warehouse complex on Jalan Keluli 2B/KU2, Taman Perindustrian Bukit Raja, 41050 Klang. It is the address Shopee gives its sellers for the Fulfilled by Shopee warehouse (Shopee Seller Education Hub).
- The owner is Seri Yakin Logistics Sdn Bhd, and the building contractor was YTL's construction arm, Syarikat Pembenaan Yeoh Tiong Lay, according to the steel subcontractor's project record for 2022 to 2023 (Tong Seng).
- Public records tie Phase 1 to Shopee. Shopee announced a two-storey, 1.4 million sq ft mega warehouse at Bukit Raja in January 2023 (The Star). A CGS CIMB note on YTL says a YTL business associate agreed in late 2021 to buy 89.3 acres in Bukit Raja from Boustead, and that Shopee signed a 12-year tenancy for 1.42 million sq ft of net lettable area in Phase 1, which covers over 39 acres (CGS CIMB note on ytl.com).
- No later phase had been announced in any filing or news report we could find as of November 2026, so treat "BRIIC Phase 3" as unconfirmed and ask the owner directly.
- Leasing follows the normal rules for any warehouse. A lease of more than three years is registered at the land office on Form 15A, and the tenant pays stamp duty at RM5 per RM250 of annual rent for a term over three and up to five years, or RM7 above five years (LHDN guideline, 30 June 2026).
People search for BRIIC for three reasons: to find it (drivers, sellers sending stock to Shopee, new staff), to find out who owns it, or to lease space in it or near it. This guide answers all three from the records that are public, and then sets out what a logistics or e-commerce tenant should check before signing for space in a ramp-up warehouse in Bukit Raja.
Where is BRIIC, and which council covers it?
BRIIC is on Jalan Keluli 2B/KU2, Taman Perindustrian Bukit Raja, 41050 Klang, Selangor. Shopee's inbound address for its own warehouse there is Unit WA-L2-A1 of the "Bukit Raja Industrial Complex" (Shopee), so that is the unit to put on a delivery order if you are sending stock to Shopee.
The complex is in the older Bukit Raja industrial estate around Jalan Keluli, not inside Sime Darby Property's Bandar Bukit Raja township, where E-Metro Logistics Park and the BBR industrial phases are. The Bukit Raja estate first grew as an industrial area around Bandar Baru Klang and the Federal Highway (Wikipedia). For the wider area, its estates and listings, see our Bukit Raja industrial area guide.
MBDK or MBSA?
Bukit Raja is split between two councils, and the postcode does not settle which one you deal with. The Selangor State Assembly's list of industrial areas by council puts Taman Perindustrian Bukit Raja, Seksyen 7 under Shah Alam City Council (MBSA), while Kawasan Perindustrian Bukit Raja and Kawasan Perindustrian Ladang Bukit Raja sit under the Klang Royal City Council (MBDK), together with the Bandar Bukit Raja phases (Selangor State Assembly, 2025).
BRIIC's address carries the Klang postcode 41050. Yet a warehouse one road away, at No 3 Jalan Keluli Satu, is addressed to 40000 Shah Alam while its title is Lot 35931, Mukim Kapar, District of Klang (Axis REIT). The practical answer: ask the landlord for the latest assessment tax (cukai taksiran) bill. The council that issues it is the one that handles your business licence, signboard and renovation approvals.
Who owns and built BRIIC?
| Item | What the records show | Source |
|---|---|---|
| Owner | Seri Yakin Logistics Sdn Bhd | Tong Seng project record |
| Main contractor | Syarikat Pembenaan Yeoh Tiong Lay Sdn Bhd (YTL) | Tong Seng project record |
| Steel structure | 3,700 tonnes, fabricated and erected in 2022 to 2023 | Tong Seng project record |
| Building type | Two 2-storey ramp-up warehouses in Mukim Kapar, Klang, due mid-2023 | YTL Corporation Annual Report 2022 |
| Land | 89.3 acres in Bukit Raja bought from Boustead by a YTL business associate, Phase 1 over 39 acres | CGS CIMB note, 7 June 2023 |
YTL's 2022 annual report describes the warehouse contract it won that year as "two, 2-storey ramp-up warehouses in Mukim Kapar, Klang". The Jalan Keluli lots fall in Mukim Kapar, as the Axis REIT title above shows. The CGS CIMB note, republished on YTL's own website, describes these contracts as YTL's first move into building warehouses, in late 2021.
What is in Phase 1, and is the Shopee warehouse part of BRIIC?
Yes, on the public record. Shopee's seller centre names "Bukit Raja Industrial Complex" as the location of its warehouse. In January 2023 Shopee said the new Bukit Raja building is "two-storey, 1.4-million sq ft" and "an integrated hi-tech logistics park equipped with cloud infrastructure" (The Star, 30 January 2023). The CGS CIMB note gives the lease terms: a 12-year tenancy, with rent stepping up every three years, for 1.42 million sq ft of net lettable area.
A ramp-up warehouse lets trucks drive up a ramp to loading bays on the upper floor, so both floors can be loaded like a ground floor. That is how a two-storey building on a site of around 39 acres can offer more than a million square feet of space.
Is there a BRIIC Phase 2 or Phase 3?
Google shows many searches for "BRIIC phase 3". The CGS CIMB note describes the 39-plus acres as Phase 1 of an 89.3-acre site, which leaves up to about 50 acres for later phases. We found no filing, press release or news report, up to November 2026, that announces the size, timing or tenants of a later phase. If you are planning a move around a future phase, get the plan in writing from the owner before you commit.
Who else operates around Jalan Keluli?
Jalan Keluli has become an e-commerce logistics cluster, but not every big warehouse there is BRIIC:
- Bukit Raja Distribution Centre 2, No 3 Jalan Keluli Satu, is an Axis REIT property, not part of BRIIC. It is a freehold site of 904,061 sq ft of land with 620,096 sq ft of net lettable area: a newly built single-storey warehouse and an older 3-storey office. It was handed over on 1 August 2023 to SPX Xpress (formerly Shopee Express) on a 15-year lease (Axis REIT).
- Other ramp-up warehouses in Bukit Raja: YTL also built a 3-storey ramp-up warehouse in Bukit Raja for ALP BR (Malaysia), scheduled for mid-2024 (YTL Annual Report 2022), and is building a 4-storey logistics hub in Bukit Raja for Rochester Logistics with target completion in May 2028 (YTL Annual Report 2026).
- E-Metro Logistics Park in Bandar Bukit Raja 2 offers Metrohub ramp-up blocks and build-to-suit plots: see our E-Metro Logistics Park guide.
Can you lease space at BRIIC, and what will it cost?
BRIIC was built for very large single users, and the Phase 1 space on record is let to Shopee on a long lease. Whether any part of the complex is free at a given time is up to the owner, so the first step is always to ask.
Steps from enquiry to move-in
- Write down your brief: floor area, pallet positions, loading bays, whether the upper floor works for you, power and the goods you will store.
- Ask the owner or a BOVAEP-registered agent (REN, PEA or REA) whether space is available, and ask for the floor plan and the specification for each level.
- Agree the offer: rent, rent review dates, deposit, rent-free fit-out period, service charge and who maintains the ramp and roof.
- Check the building: the Certificate of Completion and Compliance (CCC), the fire certificate, and that the approved use covers your goods.
- Sign and register: a lease of more than three years is executed with Form 15A and registered at the land office (PTG). Form 15A itself carries a fixed RM10 duty once the lease agreement is stamped.
- Stamp the lease with LHDN. The tenant pays duty on the original and the landlord on the copy.
What rent should you budget for?
There is no registered rent for BRIIC itself. As a reference for the wider market, JPPH-registered factory tenancies in Klang and Port Klang over 24 months to August 2026 had a median rent of RM1.43 psf/month, typical RM1.00 psf/month to RM1.90 psf/month, across 780 tenancies with a typical term of 24 months. Detached factories rented at a median RM1.22 psf/month, or RM19,700 a month for about 15,090 sq ft (301 tenancies) (Klang & Port Klang transaction prices and rents). A new multi-storey ramp-up block is a different product from an older detached factory, so use these figures to compare options, not to price a BRIIC lease.
Stamp duty on the lease
Item 49(a) of the Stamp Act charges duty on each RM250, or part of RM250, of annual rent (LHDN guideline):
| Lease term | Duty per RM250 of annual rent |
|---|---|
| Up to 1 year | RM1 |
| Over 1 and up to 3 years | RM3 |
| Over 3 and up to 5 years | RM5 |
| Over 5 years | RM7 |
As pure arithmetic, not a real BRIIC rent: RM50,000 a month is RM600,000 a year, or 2,400 units of RM250. That is RM7,200 of duty on a 3-year lease, RM12,000 on a 5-year lease and RM16,800 on a 10-year lease. Try your own figures in the tenancy stamp duty calculator.
What should a tenant check in a ramp-up warehouse?
A ramp-up building works well only if every floor really behaves like a ground floor for your trucks and racks. Check these points in writing before you sign:
- Floor loading for each level, in kN/m², against your racking and forklifts. Ask for each floor separately, since the upper and ground floors can be rated differently.
- The ramp: its width, whether 40-foot trailers can turn on it, and whether it is one-way or two-way at peak hours.
- Loading bays per floor, dock levellers and the raised platform height, compared with your daily truck count.
- Clear height and sprinkler type on each floor, matched to your rack height and the goods you store.
- Approved use and licences: if you store chemicals or other dangerous goods, check that the approved use covers them, and remember that the council on the assessment bill issues your business licence.
- Power allocation for your unit, especially for automation, chillers or charging forklifts.
- Service charge and shared areas: what the charge covers (security, ramp upkeep, common lighting) and the access hours for trucks.
- Lease terms: rent review steps (Shopee's lease reportedly steps up every three years), reinstatement at the end of the lease, and the right to sublet part of the space.
Lease at BRIIC or buy a factory in Bukit Raja instead?
A big ramp-up block suits an operator who needs a very large floor plate fast. Many factory and warehouse users in Bukit Raja own their building instead. JPPH-registered transactions for Bukit Raja over 24 months to August 2026 show:
| Type | Registered deals | Median price | Price per sq ft of land |
|---|---|---|---|
| Terrace factory | 22 | RM1 million | RM530 psf of land (median land 1,604 sq ft) |
| Semi-detached factory | 19 | RM9.8 million | RM446 psf of land (median land 21,980 sq ft) |
| Detached factory | 16 | RM14.9 million | RM342 psf of land (median land 43,572 sq ft) |
| Industrial land | 20 | RM13.54 million | RM155 psf of land |
In the 12 months to August 2026 the registered data shows 36 industrial deals worth RM215.9 million in Bukit Raja, with Bukit Raja Prime Industrial Park the most active estate. Frequently Asked Questions
Where is Bukit Raja International Industrial Complex (BRIIC) located?
BRIIC is on Jalan Keluli 2B/KU2, Taman Perindustrian Bukit Raja, 41050 Klang, Selangor, in the older Bukit Raja industrial estate. Shopee's warehouse there is Unit WA-L2-A1, which is the unit to use on delivery orders for Fulfilled by Shopee stock.
Who owns BRIIC in Bukit Raja?
The steel contractor's project record names Seri Yakin Logistics Sdn Bhd as the owner and YTL's Syarikat Pembenaan Yeoh Tiong Lay as the main contractor. A CGS CIMB note describes the buyer of the 89.3-acre site from Boustead as a YTL business associate.
Is the Shopee mega warehouse in Bukit Raja part of BRIIC?
Yes. Shopee gives "Bukit Raja Industrial Complex" as its warehouse address, and announced the two-storey, 1.4 million sq ft Bukit Raja warehouse in January 2023. The nearby SPX Xpress warehouse at No 3 Jalan Keluli Satu is a separate Axis REIT property.
Is there a BRIIC Phase 3?
Not on the public record as of November 2026. Phase 1 covers over 39 acres of an 89.3-acre site, so land remains for later phases, but no size, date or tenant for a later phase has been announced.
Which council covers BRIIC, MBDK or MBSA?
Bukit Raja's industrial land is split between MBDK and MBSA, and neighbouring Jalan Keluli addresses use both Klang and Shah Alam postcodes. Check the assessment tax bill for your unit: the council that issues it handles your business licence and renovation approvals.
How much stamp duty do I pay on a warehouse lease at BRIIC?
The tenant pays duty on each RM250 of annual rent: RM1 for up to 1 year, RM3 for over 1 to 3 years, RM5 for over 3 to 5 years and RM7 above 5 years. A lease over three years is also registered on Form 15A, which carries a fixed RM10 duty.
Can a small business rent space at BRIIC?
BRIIC was built for very large single users and its Phase 1 space is on a long lease to Shopee, so small units are unlikely to be offered there. Smaller users usually rent a terrace or semi-detached factory elsewhere in Bukit Raja or a smaller ramp-up unit nearby.
This guide explains public records and the Stamp Act rates; it is not legal or tax advice, so confirm your own lease with a lawyer or tax adviser.
